By Michael Geoghegan –

I recently had the opportunity to attend the BC Conservative Annual General meeting in Nanaimo. Joining me in observing the gathering of provincial Tories were long time political columnists Les Leyne of the Victoria Times-Colonist and Vaughn Palmer of the Vancouver Sun. Their presence spoke volumes about how after decades in the political wilderness the BC Conservatives seemed poised to make a historic come back.

The party’s new leader former federal M.P. John Cummins, has noted that they “are holding steady at 20% in the polls.” With such support a win by the BC NDP becomes extremely likely in 2013. This is because the NDP are likely to have at least 40% support while the Greens and other also ran parties collecting 10%. This would leave at most only 30% for the BC Liberals.

A non united right has always resulted in a BC NDP win. In 1972 when the non-socialist vote was split between Social Credit the Liberals and the Conservatives all three parties elected MLAs but the NDP with only 38% of the vote won a landslide majority. When the right re-coalesced under Social Credit the NDP was once again reduced to opposition status for the remainder of the 1970s and 80s.

In 1991 Social Credit which had imploded under the leadership of Bill Vander Zalm saw it go from government to just 7 MLAs. The NDP won a solid majority with 40% of the vote while an upstart Liberal party led by Gordon Wilson took the party to official opposition status.

In 1996 the BC NDP edged out the BC Liberals in part because the BC Reform Party took just enough votes to ensure an NDP win. Under the leadership of Gordon Campbell the BC Liberals were able to maintain the right wing coalition. But Campbell’s mishandling of the HST and the introduction of new carbon taxes had many wondering if the governing BC Liberals were any less tax and spend than the BC NDP.

Campbell resigned over the HST debacle and the party elected a new leader Christy Clark who is a federal Liberal. The federal Conservatives made no secret of the fact they would have preferred one of their own such as Kevin Falcon to have been the leader. But sour grapes aside, there is also a genuine desire by the Harper Conservatives to see the Liberals disappear as a viable political brand name in Canada.

During the recent federal election Stephen Harper was delighted to not only secure a majority government but seeing the Liberals (Canada’s naturally governing party of the 20th century) reduced to third party status. By facing an NDP opposition the Conservatives are in an ideal position to be Canada’s naturally governing party of the 21st century.

Contrary to popular belief a win by the BC NDP would not be that upsetting to them either. Every time the NDP have won power in BC provincially, support for the NDP has fallen in the next federal election. Some Conservative strategists are quite willing to see the NDP win the next provincial election in 2013 because they are confident that would result in the NDP losing seats to the Conservatives in the next federal election.

Finally a BC Liberal loss could potentially create a situation where the right re-coalesces under the BC Conservative banner, once again relegating the BC Liberals to the political wilderness.

So don’t be surprised if you see the BC Conservatives fielding a full slate of candidates in the next provincial election and Adrian Dix emerging as the next Premier of B.C. You read it here first.

Tucknott announces no tax increases if elected Mayor of Colwood
Affordability and Accountability twin pillars of campaign

September 15, 2011

For immediate release, Victoria, BC

Colwood Councillor Brian Tucknott, a retired airline captain and union leader today announced that he is running for Mayor of Colwood with a pledge of no further municipally generated tax increases if elected.

Colwood is a community of working families and retired people that have been hit hard with over 30% in municipal tax increases in the last three years. The result has been seniors, the unemployed and those on fixed incomes struggling to make ends meet and families both renters and homeowners facing increased housing costs.

“Given the misplaced priorities that have occurred in Colwood, I have consistently voted against these tax increases but have found myself in the minority time after time. Colwood has ignored the financial turmoil facing the world and has acted as though it was immune, giving rise to claims from at least one accountant that Colwood is operationally bankrupt,” said Tucknott.

“It is my hope that as Mayor I will have a working majority of councillors who recognize that government has to live within the means of its taxpayers, many of whom have not seen any increase in their real income in years,” he added.

Tucknott, who prior to becoming an airline captain served as a British Bobby (police officer) also intends to bring much greater fiscal discipline and accountability to Colwood. “For far too many years economic development opportunities have passed our community by as our municipal government has been embroiled in lawsuits and crises of its own making. It is time to bring in a new era of affordability and accountability to Colwood,” declared Tucknott.

”I want a community where seniors and young families can afford to live and where our tax dollars go to providing infrastructure that enhances our community. I want every dollar of taxpayers` money to be properly accounted for so that voters know what it is being spent on and why,” he pledged.

“It is for that reason that I commend the provincial government for wanting to provide an Auditor General for municipal governments through B.C. I have little doubt that an Auditor General would have much to say about what has happened in Colwood,” noted Tucknott.

”A sustainable community cannot just be a green one that caters only to a select few. It must also serve the needs of working families and those seeking employment. We need to make genuine affordable housing a key component of our community and we need to encourage businesses that will broaden our tax base and provide employment opportunities,” he said.

“As Mayor I will represent the entire community not just special interest groups. Every resident deserves equal representation not just those with certain political affiliations or connections. It is for this reason that I ask all residents of Colwood for their vote on November 19th,” Tucknott concluded.

FOR IMMEDIATE RELEASE—ALL MEDIA OUTLETS

COLWOOD B.C.

Veteran Colwood Councillor Announces Re-Election Bid
Campaign 2011 Re-Elect ERNIE ROBERTSON !!!

Veteran watchdog Councillor Ernie Robertson, whose well known election trademark is a happy face, has announced he will be seeking re-election for a sixth time in November’s province-wide civic elections ending rumors that he was poised to take a stab and the municipality’s top job.

Happy faces aside, 39 year old Robertson has been an outspoken critic voting against most of the policy and budgetary decisions in Colwood the past three years, citing a misguided set of Council priorities, which he says have further stunted the progress of the seaside community which neighbors the booming West Shore metropolis of Langford.

Robertson calls for renewed focus and leadership and a workable majority on council:

“Under the leadership of Stewart Young, Langford has been able to vastly increase municipal services and amenities while holding the line on property taxes. In Colwood, taxes have jumped over 30% in just three years, while amenities and services have declined. Misfocused council priorities are responsible for this. We need a clear majority on council to put an end to this once and for all. I have worked very hard the past three years to get the word out to bring about this much needed revitalization in Colwood.“

Robertson further stated the reasons for his re-election bid:

“I have decided to seek re-election for councillor only because I am confident that Colwood voters have had enough of seeing their tax dollars wasted on studies, lawsuits and “green initiative” boondoggles the past three years, while little has been done to control taxes and provide affordable housing.“

Asked about the unprecedented 30% increase in Colwood property tax hikes the past three years Robertson went on to say.

“I want every voter in Colwood to know only two of your councillors voted against this excessive taxation and misplaced priorities, and I was one of them. The point is there were other tough choices that could have been made in a time of a bad economy , but a majority of this council decided rather than restraint, it was okay to expose struggling families and seniors to costly experimentation into the green economy. This lack of focus and fiscal restraint in a time of economic recovery is completely the opposite message to voters I campaigned on in 2008.“

Robertson went on to say:

“We all agree Colwood is a beautiful community with enormous untapped potential on the seaside overlooking Greater Victoria. The problem is that we still have councillors who think ratepayers and investors should pay for all of their utopian wants up front. We have seriously failing infrastructure and the majority of our tax dollars are going to support staff resources that are poorly directed by the politicians for the enhancement of the community. We need systemic political change that will involve getting Colwood back to the basics, and cutting the red tape.“

Robertson who has co-chaired the Protective Services Committee says he has been fighting to have budget priorities shift to policing, fire protection, and transportation, mostly to deaf ears at the table.

“It just gets really frustrating when you’re surrounded by people who have this green fantasy going on and they’re all talking about building multi-million dollar arts and culture centres, and our roads and streets are crumbling before us and almost every street sign or other surface has a grotesque graffiti tag on it. Let’s look after our guys and gals who put themselves in harms way for us, tackle the rampant graffiti so visible throughout Colwood, fill some of those potholes and beautify with some community pride.“

Asked what he thought about the new Solar Colwood Initiative, Robertson said:

“Of course I’m not against green initiatives or solar energy. In my view, the majority green Council wasted precious time and resources and couldn’t even get their green agenda priorities straight. They floundered and ignored city land which could have been made available for a community garden like they did in Saanich with Haliburton Farm. At least this would have be an affordable green initiative, financially accessible to residents, rather than the $thousands of dollars each homeowner has to cough up to partake in Solar Colwood. Obviously, the merits of the solar initiative will be debated extensively during the civic election, including the lack of consultation and process involved with the initiative, and the way grant funds were directed.“

Robertson also confirmed that less than five people in a community of 15,000 have ponied up their checks to go solar:

“This is a $12 million dollar project which commits the city to $8 million of debt, and used up our last $500,000 of borrowing power to match a federal election grant of $3.9 million. The numbers don’t add up with the suggested 25 year payback. It needs to be scaled back dramaticially. What is a city with no venture capital and virtually no commercial tax base doing getting into a multi-million dollar enterprise it has no experience in, and which only benefits those who can afford to take advantage of it? I am very worried we shouldn’t be in the solar business unless a majority of residents ask for this service and can afford to participate. They were never asked. We should be in the business of running a community that places priority on jobs and the economy and core city services and amenities like Langford does. Once we are successful at looking after the basics we can focus on wants.“

Robertson admitted its been a struggle getting his message across the past three years and that the election will be fought on choices regarding whether or not to stay the course in the uncertain solar territory the municipality has been moved to, or to aggressively pursue commercial and residential development as its prime objective, in the way Langford has.

“I’ve tried to reason with the new green religion councillors, but they can’t see the forest for the trees. I’ve told them its our job to collect property taxes principally for the benefit of providing core services and improvements to the community, – and that has always been my bottom line. Let’s deal with real issues that matter to people like the traffic and finding solutions that are affordable for commuters. They don’t see it that way. They think the ratepayers are the goose that lays golden eggs. Unfortunately, they’ve almost killed the goose. I’ve told them: ‘We can be green, but we need to have the green to do it first.“

Asked to speculate on who else might be running in Colwood, Robertson said:

“It is also my expectation that other highly qualified candidates will step forward so that we can finally have a working majority on council who will end Colwood’s economic and fiscal fumbling.“

Teresa Harvey has over twenty years experience working with political leaders & senior executives across the provincial government. Working on behalf of parents and students, she helped create substantial changes in the educational system. Teresa holds an MBA in Executive Leadership from Royal Roads University.

Leveraging her vast government experience, Teresa started her own government relations consulting firm in 2008. She now helps clients & governments “get things done”.

Teresa is the former President of the Victoria Multicultural Society and built a grassroots network of collaboration amongst local business owners, residents, law enforcement officials and inspection agencies. She strongly believes that community decisions must involve community voices!

With a substantial background in mediation, conflict resolution, administrative law and natural justice, Teresa truly understands a “balanced & fair” approach to government. She has been a top level manager & has led strategic change in both the public & private sectors. Like many citizens, she has grown tired of municipal government decisions that do not make sense. Teresa wants to be a leader in her community. She wants to reflect your voice and your priorities as a Councilor and help build a common vision for growth and prosperity. Colwood has real problems and real problems need real leaders to solve them!

WHAT YOU CAN EXPECT…

Building infrastructure and public safety are my top priorities.

I believe government must be transparent & accountable. I welcome a review of Colwood’s finances by the BC Municipal Auditor General.

Your voice matters and should be heard regularly and often. I support public forums to gauge public opinion on major expenditures and other important issues.

You should have access to local government information that is complete, accurate and timely.

Spending must be responsible. I will investigate public & private partnerships to reduce costs and ensure value for your tax dollars.
